First, thank you for your interest in the Lotus Domino Designer product!
Second, thank you for pointing out the issue you experienced trying download it. We have confirmed that the download packages are not being presented in the "Offering" list on the download page as they should be, and that by clicking on the "Continue" button you get the "136e" message code.
We have notified the support team who is now looking into the issue. We will let you know when it is fixed.
